- Through a common body of fact and information, a shared understanding of the need for improvement shall exist among members of the Board of Education, district leaders, school leaders, parent leaders, and key community leaders.
- The external relationship between the school and the community shall sustain the capacity for involvement for the enhancement of the total child.
- The obligation of the school is to provide students with quality work that is engaging, meaningful, challenging, and which meets the expectations of the school district and community it serves.
- Leaders at each level within the organization structure shall utilize available resources, information, and various inputs to improve the quality of work provided to students.

- The School Board is responsible for establishing policies and procedures, which provide stability and innovation in leadership, structure, and improvement-focused culture over time.
